ID06 is an electronic system registers all the workers employed on construction sites and is required of all the companies active in the construction sector in Sweden.
As of 1 July 2016, everyone on a construction site must carry an ID06 card and their arrival and departure must be registered by the corresponding card reader. The goal of the Swedish Tax Board in creating the ID06 project was to include all the companies in the construction sector in a uniform system, in order to create a safer work environment and ensure that only a legal workforce was present on the construction site.
The Swedish Tax Board (Skatteverket) has the right to visit construction sites without prior notice in order to check and see if everyone on site is registered and has been logged in. If necessary, the tax board can always demand reports on working hours for certain period and this can be sent directly from the card reader system.
The ID06 system is the responsibility of the general contractor, i.e. it must install and maintain it. There are different kinds of card reader systems; starting from wall-mounted devices that physically read the cards, to mobile apps that allow the workers to enter their own comings and goings. Card readers are available in a variety of price ranges and they can be bought from various outlets.
Each employer is responsible for the existence of ID06 cards and the workers are never responsible for procuring them. The ID06 card must always include the worker’s picture, and if desired, the company logo. In order to apply for ID06, the company must have a F-skattsedel.
Since the system deals with personal data, the law on personal data protection applies – ID06 cards may only be issued by accredited companies. The list of these companies is available at www.id06.se.
