Most commentary on foreign company formation in Estonia relies on the same few years-old assumptions: mostly Ukrainian and Nordic founders, mostly consulting shells, a niche that grew during the early e-Residency years and has been roughly stable since. We pulled Estonia's own public Business Register data to check whether that picture still holds. It does not.
Foreign beneficial ownership of new Estonian limited companies has risen from 15.2% of formations in 2019 to 22.0% in the first half of 2026, and it is not the same group of countries or the same kind of company driving that growth. This is the first in a planned series of data-led market intelligence pieces from 1Office, built directly from primary registry data rather than survey or estimate.
The trend is consistent, not a one-off
The share of new Estonian OÜs with a foreign beneficial owner has increased in five of the last six years. After a dip during 2020 and 2021, it has risen every year since 2022, and the pace has itself accelerated, from roughly one percentage point of growth per year between 2022 and 2024, to a 2.7 point jump in 2025 alone.

Spain overtakes the historical leaders, Finland drops out of the top ten
The countries behind Estonia's foreign-owned companies look very different depending on whether you look at the full historical base or only at recent formations. Historically, Ukraine, Finland, and Latvia lead by a wide margin. Among companies formed since 2024, the picture has shifted: Spain now leads, with Germany and Turkey also ranking ahead of Finland, which drops from second place all-time to tenth place in the recent cohort.

Foreign founders are overwhelmingly building IT and services companies, domestic founders are not
Beyond nationality, the register data shows a sharp difference in what kind of companies are being formed. Among OÜs formed since 2024, information and communication, effectively IT and software, accounts for 39.0% of foreign-owned formations, roughly three times its 13.6% share of domestic formations in the same period. Add professional, scientific, and technical services (24.6%), and IT plus professional services alone make up nearly two-thirds of all foreign-owned company formations.
Construction shows the reverse pattern almost exactly: the fourth largest category for domestic formations at 11.1%, but under 1% of foreign-owned ones. A foreign founder registering a company in Estonia today is, more often than not, building a software, consulting, or other location-independent digital business, not the mixed profile, including construction and real estate, typical of domestic formation.

For a founder evaluating Estonia against other jurisdictions, this data is a genuine answer to a hard-to-evidence question: whether Estonia's foreign-founder ecosystem is an active, growing peer group, or a static niche that peaked years ago. On this data, it is clearly the former, and it looks less like a Nordic and post-Soviet cluster of consulting shells than most existing commentary assumes, and more like an increasingly international base of software and professional services companies.
